Drought-Stricken Lawns Get a Makeover With ... - AOL Real Estate

INDIANAPOLIS -- When this summer's drought turned her prized lawn brown, Terri LoPrimo fought back, but not with sprinklers: She had it painted green, making her suddenly lush-appearing yard the envy of her neighborhood.

The Staten Island, N.Y., resident and her husband, Ronnie, hired a local entrepreneur to spruce up their yard by spraying it with a deep-green organic dye. By Monday, the couple's property was aglow with newly green blades of grass and no watering needed to sustain it.

"It looks just like a spring lawn, the way it looks after a rain. It's really gorgeous," said LoPrimo, a 62-year-old retiree.

With two-thirds of the nation covered by a drought that stretches from coast to coast, residents and businesses in normally well-watered areas are catching on to the lawn-painting practice employed for years in the West and Southwest to give luster to faded turf.

LoPrimo paid $125 to green up her roughly 830-square-foot lawn. She said it was worth every penny to keep her home of 33 years graced by an attractive yard.

Neighbors and friends have complimented the LoPrimos on their lawn's appearance, and she said one envious friend asked for the number of their contractor, Joe Perazzo.

Perazzo, who teaches physical education at Brooklyn's High School of Sports Management, began painting lawns during his summer break three years ago. His Staten Island company, Grass Is Greener Lawn Painting, has touched up close to 20 lawns this summer, making it his best year to date.

"I'm booked solid for next week. If you look around, most of the lawns need some TLC," Perazzo said.

He charges 15 cents per square foot to spray on a non-toxic, environmentally friendly turf dye that he said is commonly used on golf courses and athletic fields to give them a lusher appearance.

Perazzo said the dyed lawns will hold their verdant look for a few months, in some cases up to five months.

"It's a night-and-day difference," he said. "People are amazed by how natural it looks."

Kansas City, Mo.-based Missouri Turf Paint Inc. has been selling latex turf paints for more than 40 years. Company president Jon Graves said his primary customers are golf courses looking to keep their greens attractive and athletic fields "getting ready for show time."

But he said he's seen a slight increase this year in calls from people interested in either greening up residential lawns or wanting to get into the lawn-painting business.

"We've had calls primarily from people saying 'Hey I think I'd like to do this for a business,' but we've also had them about houses in foreclosure, homes they want to look a little bit better," for potential buyers, he said.

In the frequently parched Phoenix area, Brian Howland has been painting lawns for about five years as a side business to his full-time job with a sign- and banner-making company.

Howland said he started Arizona Lawn Painting after the foreclosure crisis left scores of Phoenix-area homes empty and their lawns neglected. He charges $200 for up to 3,000 square feet, and more if there are numerous lawn features to paint around.

Some of his customers have been residents fearful that their homeowners' associations will penalize them for letting their lawns fade.

"Usually it's people who don't feel like messing with their yard or it's a rental or a foreclosure or a sale -- something where before everything gets going they want it to look nice," he said.

A newer entrant into the lawn-painting business is Tim Birdwell, whose Imperial Painting normally paints Indianapolis-area homes and commercial properties. But this month, Birdwell painted his own desiccated lawn.

His first paying customer was a Meineke muffler shop on the south side of Indianapolis, which, like most of Indiana, is in the midst of an extreme drought.

Last Friday, two of Birdwell's workers sprayed the long strip of brown grass in front of the store with latex paint, creating an oasis of green in a suburban strip mall filled with faded grass.

Store manager Damon Riggles said Birdwell's price for the paint job - about $600 - was worth it because the vibrant-looking grass has attracted customers.

"It looks great," Riggles said. "It gave us some curb appeal and definitely got us some new customers' attention. And that's what we were hoping for."

The SCF shows that for all families, total debts as a fraction of income actually have increased by roughly that 10 percent figure over this period. Therefore, even if all of this increase was due to medical debts (which is unlikely since mortgage debts are ten times higher), the additional bankruptcy filings due to medical debts should be 27 percent of the total. Another paper by Domowitz and Sartain estimates the fraction of medical bankruptcies at about 30 percent, half of what the Warren study finds.

Global stocks, euro fall on European debt fears

NEW YORK (Reuters) - Stock markets fell and the euro hit a two-year low on Tuesday as rising Spanish borrowing costs drove Madrid closer to a full-scale bailout, while Greece's membership in the euro zone was at risk as its finances appeared to be off its aid package terms.

U.S. equities, pressured further by lowered 2012 U.S. profit forecasts, staged a late-day comeback off technical support on the S&P 500 and as the Wall Street Journal said the Federal Reserve was ready to act in support of a flagging U.S. economy.

Top Fed officials recently have spelled out what measures they might take to boost growth and hiring, including Chairman Ben Bernanke in a speech last week.

Risk aversion during the session drove the benchmark U.S. 10-year Treasury note yield to a fresh historic low.

Spanish yields climbed above 7.6 percent on its 10-year bond, reflecting a growing belief that the country will need a bailout that the euro zone can ill afford.

As inspectors from Greece's three international creditors returned to Athens to decide whether to keep a 130-billion-euro lifeline active, three European Union officials said they were likely to conclude the country cannot repay what it owes.

"People are jumping to the conclusion (Greece) won't get any more money than (what) they need to in order to pay back the ECB and therefore they will exit the euro," said Gail Dudack, chief investment strategist at Dudack Research Group in New York.

She said she didn't see the Greek exit as imminent but "much further out in history."

The Dow Jones industrial average fell 104.14 points, or 0.82 percent, to 12,617.32. The S&P 500 Index dropped 12.21 points, or 0.90 percent, to 1,338.31. The Nasdaq Composite lost 27.16 points, or 0.94 percent, to 2,862.99.

The late bounce in equities was linked to expectations of a Fed move to support the economy, a recurring theme of late on Wall Street as macro data has softened in the last several weeks.

"Given the events going on around the world, I think the odds are increasing the Fed will take action at one of the next two meetings," said Michael Sheldon, chief market strategist at RDM Financial in Westport, Connecticut.

Quarterly results from Apple, which missed analysts' revenue forecasts, could snap hopes for a rebound on Wall Street on Wednesday.

Apple shares dropped more than 5 percent after the closing bell. S&P futures fell 6 points, or 0.5 percent in light trading after Apple's earnings report.

In the regular session, the MSCI world equity index fell 0.7 percent after losing 1.7 percent on Monday. The FTSEurofirst 300 index of top European shares closed down 0.55 percent a day after a 2.4 percent drop.

Italy's benchmark FTSE MIB stock index fell 2.7 percent to close at its lowest since the 1999 launch of the euro.

Further weighing on Wall Street, U.S. manufacturers lowered on Tuesday 2012 sales and profit forecasts even as several companies reported higher-than-expected quarterly earnings.

Shares of UPS, seen as a bellwether of the overall economy, dropped 4.6 percent, and its top rival FedEx lost nearly 2 percent.

"You look at UPS and FedEx and you think they are sort of the temperature-takers of what is going on. If they are tanking, why should I step in front of that moving train?" said Cummins Catherwood, managing director at Boenning and Scattergood in West Conshohocken, Pennsylvania.

The euro hit $1.2040, its lowest since June 2010 versus the U.S. dollar, and was last down 0.4 percent, marking its fifth day of declines for a total drop of 1.9 percent.

Rating agency Moody's on Monday changed its outlook for Germany to negative, in part on the potential cost to Berlin if Spain needs more financial help. Moody's also cut the outlook for the Netherlands and Luxembourg to negative from stable.

"It is underlining the fact that whatever resolution for Europe ... will ultimately undermine the stronger members of the euro zone," said Tommy Molloy, chief dealer at FX Solutions in Ridgewood, New Jersey.

U.S. and European manufacturing showed signs of weakness. A stronger factory reading out of China gave commodities support, but the sharp decline in the euro reversed gains in copper and stalled the recent advance in oil prices.

Data showed Europe's economic troubles caused a sharp slowdown in German factory activity, although an improvement in China's manufacturing sector supported oil and copper prices. The euro zone as a whole is nearing a recession.

U.S. data showed manufacturing expanded at its slowest pace since late 2010, hobbled by weak overseas demand for American goods, though a rise in domestic orders helped cushion the blow.

U.S. Treasuries were steady at higher levels after a 2-year note auction, part of $99 billion in new debt sales planned for this week. The benchmark 10-year note was up 14/32, with the yield at 1.3892 percent, an all-time low.

Three-month copper on the London Metal Exchange fell 0.1 percent after having risen more than 1 percent.

Oil prices fluctuated in choppy trading. Brent edged up 4 cents to $103.30 a barrel and U.S. crude gained 7 cents to trade at $88.21.

3 Doors Down's Todd Harrell could soon be standing in front of a door to a courthouse. The 40-year-old bassist was arrested on suspicion of DUI Thursday after allegedly crashing into another vehicle in southern Mississippi, local police confirm.?

According to published reports, at about 7 a.m. the "Time of My Life" rocker was busted by cops in D'Iberville after ignoring a stop sign at an intersection and subsequently slamming into a pickup truck.

He was reportedly charged with DUI and for not wearing a seat belt, and was later released on a $1,000 bond. He purportedly submitted a blood sample, whose toxicology analysis is still pending.

There was an opportunity here for Nolan to show us another way, to (again) stretch the boundaries of what is possible in a superhero film. Instead, alas, the latter half of The Dark Knight Rises retreats toward conventionality.

I'm not arguing that Rises should be Singin' in the Rain. But its Wagnerian ambitions are not matched by its material. It hasn't earned its darkness.

The biggest surprise may just be how satisfying Nolan has made his farewell to a Dark Knight trilogy that many fans will wish he'd extend to a 10-part series, at least.

Others will see it differently, but for me this is a disappointingly clunky and bombastic conclusion to a superior series -- Nolan's biggest and worst movie to date.

The director and cowriter/brother Jonathan Nolan pay heed to Wayne's wounded emotional arc. And the film is a feat of painstakingly crafted closure.

TDKR completes on the great trilogies in movie history.

Faced with the Curse of the Threes - the ancient jinx that sabotages quality control in the final chapter of any big screen superhero trilogy, Christopher Nolan arms himself with the power of myth.

The film has more action, more special effects, and more mystical philosophy than THE DARK KNIGHT, but less intelligence.

While "The Dark Knight Rises" is much better than most third entries, it's still flabby and convoluted.

The Dark Knight Rises has an intelligence, epic thrust and visual grandeur...

As uneven as the plot is at times, Nolan commendably retains the Batman's beating black heart in TDKR, with lead characters ever challenging our perceptions ... to keep things fresh.

Nolan's dour realism has turned the Batman experience into something like a sexless Eyes Wide Shut party.

The degree of difficulty involved in balancing on that many knives' edges overlooking potential disaster is high, yet by the time the credits roll, there it is: Nolan sticks the landing.

Anne Hathaway provides The Dark Knight Rises with most of its levity; the rest of the time, this brooding, bruising movie is content building its reputation as a black beauty.

Fueled by a diet of oxygen garnished with hydrogen, Anne Hathaway slices through bad guys like paper through rock and scissors. 'Wilst thou grant me one Tic Tac, O grumbling gut!'

Tom Hardy can apparently do more with only 20% of his face than most people can do with all of their face.

Relies on eye-opening spectacular action sequences throughout to provide the thrills.

A massive film with a forceful thematic grip, it might actually qualify as three sequels for the price of one.

One hell of an ambitious, provocative, epic picture.

Christopher Nolan can't direct an exciting action scene to save his life. He's no Michael Bay! You have to admire the scope of his vision even if it does have major flaws. There wasn't enough of Batman being, you know, Batman in this.

'The legend ends' makes for a most inaccurate tag line for the film, for this ambitious, largely satisfying wrap-up only further ensures that Nolan's legendary achievement with this three-film cycle will long live on.

Pour one part Michael Bay (eye candy) plus another part Quentin Tarantino (rich writing) and the resulting mutation is Christopher Nolan and his near-perfect Batman conclusion to one of the greatest trilogies of all time.

Topping the genre-changing achievements of Batman Begins (2005) and The Dark Knight (2008), director Christopher Nolan here delivers a serious spectacle, a blockbuster with brains, an action movie for adults.

Satisfying without being more than slightly breathtaking, a hugely appealling broad-strokes action movie that nevertheless feels that, given everything, it should have a bit... more.

It rises above other sequels and its predecessors.

(AP) ? For years it seemed hopeless. Now the hunt for a cure for AIDS is back on.

International AIDS specialists on Thursday released what they call a road map for research toward a cure for HIV ? a strategy for global teams of scientists to explore a number of intriguing leads that just might, years from now, pan out.

"Today's the first step," said French Nobel laureate Francoise Barre-Sinoussi, co-discoverer of the HIV virus who also co-chaired development of the strategy.

"No one thinks it's going to be easy," added strategy co-chair Dr. Steven Deeks of the University of California, San Francisco. "Some don't think it's possible."

The announcement came just before the International AIDS Conference begins on Sunday, when more than 20,000 scientists, activists and policymakers gather in the nation's capital with a far different focus: how to dramatically cut the spread of the AIDS virus, what they call "turning the tide" of the epidemic, using some powerful tools already in hand.

Chief among them is getting more of the world's 34 million HIV-infected people on life-saving medications, so they stay healthier and are less likely to infect others. By itself, that is a huge hurdle. Just 8 million of the 15 million treatment-eligible patients in AIDS-ravaged poor regions of the world are getting the drugs.

But Barre-Sinoussi, president-elect of the International AIDS Society, which hosts the conference, said that lifelong treatment, as good as it is, isn't the end-all solution ? and that science finally is showing that a cure "could be a realistic possibility."

The panelists refused to estimate Thursday how much this research would cost. But already, the National Institutes of Health has increased spending on cure-related research, about $56 million last year, according to a report in this week's issue of the journal Nature. Scientists attempting cure research will meet Friday and Saturday, ahead of the AIDS conference, to compare notes.

And the new strategy won praise from Michel Sidibe, executive director of UNAIDS, the Joint United Nations Program on HIV and AIDS.

"The previous generation fought for treatment," he said. "Our generation must fight for a cure."

Today's anti-HIV drugs can tamp down the virus to undetectable levels ? but they don't eradicate it. Instead, tiny amounts of the virus can hide out in different tissues and roar back if medication is stopped.

That means there's no certainty of developing a cure.

"I'm not sure we can, but we're going to try," Dr. Anthony Fauci, director of NIH's National Institute of Allergy and Infectious Diseases, said in a recent interview. "This virus is uncanny in its ability to be able to integrate itself into a cell, as a reservoir, and no matter what we've done so far, we have not been able to eliminate that reservoir."

Yet one person in the world apparently has been cured: Timothy Ray Brown of San Francisco, who in 2006 was living in Berlin when in addition to his HIV, he got leukemia.

Brown underwent a blood stem cell transplant ? what once was a bone marrow transplant ? to treat the cancer. His own immune system was destroyed. And his German transplant surgeon found a donor who was among the 1 percent of whites who have a gene mutation that makes them naturally resistant to HIV ? their cells lack the specific doorway the virus uses to get inside.

It worked. Brown has been off HIV medications for five years and is doing well, Deeks said Thursday.

That dangerous and expensive transplant isn't a practical solution, but it has sparked a variety of research into other possible ways to eradicate HIV. Already, 12 early-stage studies involving small numbers of patients ? fewer than 200 people worldwide ? are under way, the international panel said Thursday. Results to see if any are promising enough to pursue should be out in the next year or two.

The priorities of the new cure research strategy:

?Determine why HIV hibernates and persists.

?Learn why some people are naturally resistant. In addition to that 1 percent of people with the gene mutation, researchers now are studying a small group of patients in France who started medication soon after they were infected and many years later were able to stop the drugs without the virus rebounding.

?Develop and test strategies to make HIV patients more naturally resistant. Already gene therapy studies are under way to knock that HIV doorway out of people's own infection-fighting blood cells.

?Learn where all those secret reservoirs are.

?Develop strategies to attack the reservoirs. One new attempt uses drugs to wake up the dormant HIV so the immune system can spot and attack it, what Deeks called the "shock and kill approach." Last spring, University of North Carolina, Chapel Hill, researchers reported that a drug normally used for lymphoma made some latent HIV rapidly detectable in six patients. Deeks has a similar study under way using an old anti-alcoholism drug.

?Develop good tests to measure these tiny amounts of dormant HIV, crucial to telling if any cure attempts are promising short of taking patients off their regular medication.

How hosts recognize bacteria

ScienceDaily (July 20, 2012) ? We are surrounded by bacteria, viruses, fungi and parasites. The fact that we nevertheless do not fall prey to infections is thanks to certain cellular sensor molecules such as toll-like receptors (TLR), which recognize the molecular structure of pathogens and intercede by ensuring an often completely unnoticeable elimination of the invaders. Their immune-activating abilities were only detected in 1998, a discovery which was awarded with the Nobel Prize. Now, an international research team led by Prof. Dr. Carsten Kirschning of the Institute of Medical Microbiology at the University hospital Essen and the University of Duisburg-Essen and PD Dr. Hubertus Hochrein is examining the complex recognition of bacteria.

Their findings have been published in the research journal Science.

Our innate immune system is clever. Certain structures, which are characteristic of many microorganisms are recognized via TLR which trigger the necessary inflammatory response. However, the situation can become dangerous: since this receptor system is so sensitive, the immune response to serious infections may be over-exaggerated and miss the mark. Blood poisoning and frequently septic shock is the result.

Thus, the experts decided to take a closer look at the host recognition of Staphylococcus and E.coli bacteria, often the main agents of blood poisoning. They established that in the cell, TLR13 recognises the segment of bacterial ribosomal ribonucleic acid to which specific antibiotics such as Erythromycin also bind should the segment not have been altered by mutation or other modifications. The concrete ribonucleic acid is referred as 23S rRNA. Animal and human ribosomes do not bind Erythromycin to their own 28S rRNA because its structure resembles that of the 23S rRNA of resistant bacteria.

The new findings are significant for the treatment of bacterial infections and gaining a greater understanding of antibiotic resistance. In addition, these findings may be of help in the therapy of immunological overreactions and lead to new vaccination strategies.

The study was conducted by an international research team led by Prof. Dr. Carsten Kirschning of the Institute of Medical Microbiology at the University hospital, University of Duisburg-Essen, PD Dr. Hubertus Hochrein of Bavarian Nordic in Martinsried, Prof. Dr. Stefan Bauer of the Institute of Immunology at the Philipps University of Marburg and Prof. Dr. Hermann Wagner of the Institute of Medical Microbiology, Immunology and Hygiene at the Technical University of Munich. Further collaborating scientists came from Munich, Switzerland and Japan.

It's an issue Democrats will not let go of, and one even many Republicans now believe must be addressed:

Mitt Romney has released tax returns from 2010 and 2011. But he has so far refused to delve further into his past, raising questions about what sort of loopholes or offshore accounts the Presidential candidate is hiding.

"We've given all people need to know and understand about our financial situation and about how we live our life," Ann Romney said today on Good Morning America.

But even prominent conservatives such as Haley Barbour think Romney ought be more forthright, and a USA Today survey of 539 adults show one-third of Republicans agree.

It hasn't been the best week for Romney. He was booed during an NAACP after making a comment about Obamacare.

Peregrine CEO denies lavish lifestyle, assets to be sold

CHICAGO/CEDAR FALLS, Iowa (Reuters) - Peregrine Financial Group Chief Executive Russell Wasendorf Sr., who last week confessed to bilking futures customers of more than $100 million, owned a jet plane and an extensive wine collection but he did not, he said in his confession, live large.

"I don't live a lavish lifestyle," Wasendorf wrote in a signed note detailing the 20-year fraud. "Although I am sure that some people will think that I do."

A complete copy of the confession was obtained by Reuters on Wednesday.

As a court-appointed receiver in Chicago prepares to sell Wasendorf's Hawker Beechcraft jet, his $100,000 wine collection and other assets that may have been bought with stolen money, the federal court in Cedar Rapids postponed Wasendorf's Wednesday bail hearing until July 27 to give him more time to work with his newly appointed public defender.

He will remain in custody until then, a spokesman for the U.S. Attorney General said.

The 64-year-old owner and founder of the failed Iowa-based brokerage was arrested last Friday, days after a botched suicide attempt, and charged with lying to government regulators.

Once a well-known figure in the futures trading industry, Wasendorf now faces "up to decades" in prison, prosecutors have said, with additional charges likely to be filed. He confessed to using a post-office box and forged bank documents to dupe regulators, customers, employees and even his own son for 20 years.

In his note, Wasendorf said he began taking customer funds in 1993, just one year after he launched the brokerage, to keep the company afloat.

In the confession he said he had spent most of the funds he "misappropriated" on building a new headquarters in Cedar Falls, boosting the firm's capital, covering business losses, and paying fines and fees charged by regulators.

"I don't feel bad having deceived the Regulators -- the CFTC (the Commodity Futures Trading Commission) and the National Futures Association," Wasendorf said in the note. "These Regulators are not the Police of the Industry they are the Gestapo!"

In the note, Wasendorf was by turns angry and contrite. He explained he was "constantly trying to find a way to replenish" customer accounts by building new businesses, and that "given more time I may have been able to pull it off and pay back everything."

Spokesmen from the CFTC and the NFA declined to comment.

As the unfolding scandal shocked the trading community last week, the CFTC last Tuesday charged Wasendorf with misappropriating customer money. Regulators said more than $200 million is missing. That same day, Peregrine filed to liquidate under Chapter 7 of the U.S. bankruptcy code.

CONDO, WINE FOR SALE

Michael Eidelman, the receiver for Wasendorf in the bankruptcy of PFGBest, as his firm is known, is moving to secure the CEO's personal assets, including a $100,000 personal wine collection stored at myVerona, Wasendorf's high-end Italian restaurant in Cedar Falls, Iowa, Eidelman said in an interview.

Other assets include a jet, valued by brokers at $7 million to $10 million, that is now at an airport in Waterloo, Iowa, and a condominium near Lake Michigan in downtown Chicago, valued by the county's property tax assessor at about $1 million.

The director of the Waterloo airport where the jet is parked said that a representative from CFTC had called to ask that the locks be changed on the city-controlled hanger so it could be secured.

"It is possible assets owned by the Wasendorf Entities may have been procured with funds embezzled from PFG," he said.

Eidelman asked the court for permission to employ the jet's pilot and myVerona's manager, as well as the chief financial officer at Wasendorf & Associates, which runs Wasendorf's now-closed publishing arm, to help him "identify, locate, secure, and take custody of the assets owned and controlled by Wasendorf Sr. and the Wasendorf entities."

The criminal case is USA v. Wasendorf, U.S. District Court, Northern District of Iowa, No. 12-131

The bankruptcy case is Peregrine Financial Group Inc, Case No. 12-27488 U.S. Bankruptcy Court, Northern District Of Illinois (Eastern Division).

New inquiry into death of UN's Dag Hammarskjold

(AP) ? A group of international jurists has been commissioned to reinvestigate the 1961 death of U.N. Secretary-General Dag Hammarskjold, one of the Cold War's most enduring mysteries.

A statement released Wednesday by a committee of former officials and academics said the team would reexamine the case with an eye toward trying to getting an answer to the question of what happened to Hammarskjold, whose death cut short the career of a man many consider the U.N.'s most effective leader.

British lawmaker and former trade unionist David Lea, the committee's chair, said in a statement that "the whole truth, in significant respects, has yet to be told."

Hammarskjold's plane went down over the thick forests of Northern Rhodesia, now known as Zambia, on the night of Sept. 17, 1961. Hammarskjold was one of 15 people to die as a result of the crash.

Hammarskjold had been in the midst of negotiating an agreement to end the deadly fighting between the government of Congo and its independence-minded, mineral-rich province of Katanga ? a deadly struggle shot through with post-colonial intrigue and Cold War rivalries. Three investigations failed to determine the cause of the crash, leaving his fate clouded by conspiracy theory. Some claim the Americans had Hammarskjold killed. Others believe that mercenaries backed by Western business interests were responsible. Other theories pointed the finger at the Soviets, who accused Hammarskjold of complicity in the execution of Moscow-backed Congolese independence leader Patrice Lumumba. A more recent, less sinister hypothesis blamed pilot fatigue.

Lea ? who was joined on the committee by Henning Melber, the executive director of the Dag Hammarskjold Foundation, and Nigeria's Emeka Anyaoku, the former Commonwealth secretary-general ? said that more evidence was still spilling into the public domain. In particular, he cited the 2011 book, "Who Killed Hammarskjold?" by fellow committee member Susan Williams, whose work alleges that the U.N. leader's death was deliberate and that damning evidence was covered up.

The new inquiry has no official standing but includes several high-profile jurists, including South African Justice Richard Goldstone, who led the U.N. fact-finding mission on the conflict in the Gaza Strip. The remaining members are retired British Lord Justice Stephen Sedley, former Swedish diplomat Hans Correll, and Wilhelmina Thomassen, a Dutch Supreme Court judge.

The inquiry hopes to complete its report within a year and submit its findings to the U.N.

Tobias Barrington Wolff: Mitt Romney: No Good Reason for Refusing to Release Tax Returns

Mitt Romney's refusal to release his personal tax returns from past years has led people to wonder what he may be hiding. That is an important question. But another question is equally pressing: What good reason is there for Mr. Romney to refuse?

In 2007 and 2008, Mitt Romney ran for president. Had he secured the nomination of his party instead of John McCain, he presumably would have released his tax returns for those two years, at the very least. What good reason can he have for refusing to release those years now? If he was prepared to release his 2007 and 2008 returns as a candidate in the last election, what has changed in this race?

Or consider the years 2002 through 2007, when Mr. Romney ran for and then served as governor of Massachusetts. What reason can a presidential candidate have for refusing to release tax returns for the only years during which he was actually an elected official?

One might even ask about 1994, when Mr. Romney ran unsuccessfully for the U.S. Senate against the late Ted Kennedy. There is no general call for the former governor to release returns going back that far. But what would the objection be, when the man was putting himself forward to be the people's representative in Congress at the time?

Mitt Romney has been either a candidate for office or a public official for much of the last 18 years. For the last ten years, acquiring and exercising the power of public office has been his full-time quest. In refusing to release the tax returns that could answer many of the outstanding questions about his relationship with Bain Capital and his personal tax behavior, Mr. Romney attempts to shake the etch-a-sketch and erase that history. To use the revealing phrase of his surrogate Ed Gillespie, Mr. Romney is trying to "retroactively retire" from the job of being a candidate for office and a public official.

But the history is clear: For more than ten years, Mitt Romney has been putting himself forward as a public figure worthy of occupying high office, not merely a private citizen. He is now a major-party nominee for president, and he must meet a higher standard of accountability. That includes, at the very least, making disclosure of his financial and business dealings during the very years when he has been asking voters to entrust him with the exercise of public power.

There is simply no good reason for Mr. Romney to refuse.
